WASHINGTON - Commanders in Iraq have decided to begin the drawdown of U.S. forces in volatile Diyala province, marking a turning point in the U.S. military mission, The Associated Press has learned.

Instead of replacing the 3rd Brigade of the 1st Cavalry Division, which is returning to its home base at Fort Hood, Texas, in December, soldiers from another brigade in Salahuddin province next door will expand into Diyala, thereby broadening its area of responsibility, several officials said Tuesday.

In this way, the number of Army ground combat brigades in Iraq will fall from 20 to 19. This reflects President Bush's bid to begin reducing the American military force and shifting its role away from fighting the insurgency toward more support functions like training and advising Iraqi security forces.

The idea is to avoid vacating a contested area, like Diyala, which is northeast of Baghdad, while beginning Bush's announced reduction of at least 21,500 troops, of which 17,000 were sent to the Baghdad area last spring.

The shift in Diyala in December could be a model for follow-on reductions next year, with a redrawing of the U.S. lines of responsibility so that a departing brigade has its battle space consumed by a remaining brigade. At the same time, Iraqi security forces would assume greater responsibility.

Diyala province is a battered landscape of warring tribes, fertile valleys and pockets of al-Qaida fighters. The sectarian and tribal chasms are wide. Commanders cited signs of substantial progress in the months since thousands of U.S. and Iraqi forces stormed the provincial capital of Baqouba in June.

The unit leaving in December, the 3rd Brigade of the 1st Cavalry, has been in Iraq since October 2006. When it leaves, the 4th Stryker Brigade of the 2nd Infantry Division, now in Salahuddin province, will add Diyala to its area of responsibility.

Donnelly said that even though the number of combat brigades in Iraq will drop by one with the departure of the 3rd Brigade of the 1st Cavalry, the total number of soldiers in northern Iraq will remain almost constant. That is because later in December a unit arriving from Fort Hood — the 3rd Armored Cavalry Regiment — has substantially more soldiers than the unit it will replace.

Janessa Gans, a visiting political science professor at Principia College who served as a US official in Iraq from 2003 to 2005, opened fire on the private security contractor Blackwater in Saturday's edition of the Los Angeles Times.
We would careen around corners, jump road dividers, reach speeds in excess of 100 mph and often cross over to the wrong side of the street, oncoming traffic be damned," she writes. "I began to wonder whether my meetings, intended to further U.S. policy goals and improve the lives of Iraqis, were doing more harm than good. With our drivers honking at, cutting off, pelting with water bottles (a favorite tactic) and menacing with weapons anyone in their way, how many enemies were we creating?"

Gans describes a particularly "infuriating" incident where the lead Chevy Suburban in her convoy allegedly crashed into a sedan ferrying an older man, a young woman and three children.

"As we approached at typical breakneck speed, the Blackwater driver honked furiously and motioned to the side, as if they should pull over," she pens. "The kids in the back seat looked back in horror, mouths agape at the sight of the heavily armored Suburbans driven by large, armed men in dark sunglasses. The poor Iraqi driver frantically searched for a means of escape, but there was none. So the lead Blackwater vehicle smashed heedlessly into the car, pushing it into the barrier. We zoomed by too quickly to notice if anyone was hurt."

"Where do you all expect them to go?" she allegedly cried. "It was an old guy and a family, for goodness' sake. Was it necessary for them to destroy their poor old car?"

"Ma'am, we've been trained to view anyone as a potential threat," she says the driver, who she did not identify, replied. "You don't know who they might use as decoys or what the risks are. Terrorists could be disguised as anyone."

"Well, if they weren't terrorists before, they certainly are now!" she says she replied.

According to Gans, the Pentagon's rules of engagement and the private security contractor's seeming indifference created a stark contrast for local Iraqis, who saw the US military as a more responsible force. "Blackwater seemed to have no such rules, paid no compensation and, per long-standing Coalition Provisional Authority fiat, had immunity from prosecution under Iraqi law."

"As we do the work of bridge building and improving our host citizens' lives, if the people providing our transportation and security are antagonizing, angering and even killing the people we are putatively trying to help, our entire mission is undermined," she concluded.

Estella Warren (born December 23, 1978 in Peterborough, Ontario) is a Canadian actress, former fashion model, and a former synchronized swimmer.

Warren's father was a used car salesman, and her mother an elementary school principal. As a synchronized swimmer, she represented Canada at the World Aquatic Championships. She moved to Toronto at the age of twelve to train with the national synchronized swimming team, and after becoming the senior national champion at seventeen, Warren had the chance to move on to the 1996 Summer Olympics. Death penalty urged for soldiers accused of murder in Iraq.

An Army investigator has recommended that four soldiers accused of murder in a raid in Iraq should face the death penalty, according to a report obtained Saturday by The Associated Press.Lt. Col. James P. Daniel Jr. concluded that the slayings were premeditated and warranted the death sentence based on evidence he heard at an August hearing. The case will now be forwarded to Army officials, who will decide whether Daniel's recommendation should be followed.
The soldiers, all from the Fort Campbell, Ky.-based 101st Airborne Division's 187th Infantry Regiment, are accused of killing three Iraqi men taken from a house May 9 on a marshy island outside Samarra, about 60 miles north of Baghdad.
Staff Sgt. Raymond L. Girouard, Spc. William B. Hunsaker, Pfc. Corey R. Clagett and Spc. Juston R. Graber have claimed they were ordered to "kill all military age males" during the raid on the island. According to statements from some of the soldiers, they were told the target was an al-Qaeda training camp.
Hunsaker told investigators that he and Clagett were attacked by the three men, who were being handcuffed, and shot them in self-defense. Clagett said he was hit in the face, and Hunsaker claimed he was stabbed during the attack.
Prosecutors argue the soldiers conspired to kill the men and then altered the scene to fit their story. They contend Girouard stabbed Hunsaker as part of the killing plot.
Clagett, Girouard and Hunsaker also are accused of threatening to kill another soldier who witnessed the slayings. Girouard, the most senior soldier charged, faces several additional charges, including sexual harassment and carrying a personal weapon on duty.
Paul Bergrin, Clagett's civilian attorney, said he was surprised that Daniel recommended the case be taken to trial at all.
